UN Staff Committee seems to be unhappy with the new "reform"
proposals which they feel will not improve the style or nature
of vacancy management. The most troubling aspect is a concept
called "post occupancy limits" that is, every staff member can
remain in one post for a maximum of five years, then must find
a new post. There is no organized plan to locate posts to ensure
effective mobility while letting go of good staff members performing
an effective job. There will be no continuity and no institutional
memory. "The staff fails to see the benefits for either the Organization
or the staff in this proposal" according to the Staff Committee.
